When consulting beats management
Management makes sense when nobody in the business has time to work the account weekly. Consulting makes sense when someone does, and what they lack is experience: an in-house marketer who inherited the account, a founder who built it from YouTube tutorials, or a team that is paying an agency and cannot tell whether the monthly report describes good work. In those cases a specialist who diagnoses, plans and teaches is cheaper and leaves more capability behind than a retainer. If it becomes clear during a session that the account needs full-time hands, I say so and point you to PPC management.

I look at the account before the call, walk through the cause on screen, and send the fix list afterward.
Coaching for the person running the account
Structured sessions that teach the weekly routine on your own account: search-term review, negatives, bid and budget rules, ad testing, reading the reports, and when not to touch anything. Delivered over Zoom or Google Meet, or in person in Kathmandu, with a written checklist that outlives the sessions. This is the follow-on most clients take after a Google Ads setup.
Agency oversight
