What “advertising access restricted” usually means

Meta restricts at three levels, and the fix depends on which one you have. An ad rejection is one ad breaking a policy: health claims, before-and-after images, personal attributes, misleading offers. An ad account disabled notice means the account itself tripped a rule: repeated rejections, a payment failure or chargeback, a suspicious login from a new country, or activity that resembles a compromised account. Advertising access restricted on a personal profile or Business Manager means Meta no longer trusts the person or business, often after circumventing an earlier restriction, running ads for a restricted category without verification, or an unusual pattern such as a Nepali business paying from a foreign card through a borrowed account. A fourth case, Business Manager restricted, takes every asset down with it.

How recovery works

  1. Diagnosis. I read the Account Quality page, the policy history, the payment history and the Business Manager structure before touching anything. Appeals sent without knowing the cause are the main reason second appeals fail.
  2. Fix the cause. Rejected ads are removed or corrected; a failed payment is settled; a compromised login is secured with two-factor authentication on every admin; assets held in a personal profile are moved into a Business Portfolio.
  3. Appeal. One appeal, written to the specific policy Meta cited, with the evidence it asks for: identification, business documents, a description of what changed. Why Nepali accounts get restricted more often

  • Ad accounts created on personal profiles and shared among staff, then accessed from several devices and countries.
  • Prepaid dollar cards that decline mid-campaign: Nepali individuals can hold prepaid dollar cards limited to USD 500 a year, and an April 2026 Nepal Rastra Bank amendment lets banks set their own prepaid-card limits, while registered IT businesses can obtain cards with limits of USD 3,000 to 5,000 a year. A declined payment followed by a new card from a different person looks like fraud to Meta.
  • Business verification attempted with documents in different names or an unregistered trading name.
  • Health, education consultancy and remittance ads with claims Meta’s policies prohibit, repeated after the first rejection.
  • Buying or renting “agency” ad accounts from unknown sellers, which are frequently already flagged.

I do not create replacement accounts to circumvent a restriction, buy aged accounts, or submit false documents. Those routes get every connected asset banned, including the page, and Meta’s systems link them back to the people involved. Why was my Facebook ad account disabled with no explanation?

Meta's notices name a policy area, rarely the ad or event that triggered it. The Account Quality page, the ad rejection history and the payment history usually show the cause: repeated rejections, a payment problem, a login from a new location, or a restricted category run without verification. Can a disabled account be recovered?

Often, if the cause is fixed and the appeal addresses the cited policy with the evidence Meta asks for. Some cases are permanent, especially after circumvention attempts. How does Meta business verification work for a Nepali company?

Should I just create a new ad account?

Not while the restriction stands. A new account linked to the same person, page, payment method or device is usually restricted in turn, and the attempt reduces the chance the appeal succeeds. Wait for the diagnosis.
